The "Clean Air" program is the largest initiative in Poland supporting the owners of single-family houses in improving the energy efficiency of buildings and reducing emissions of harmful dusts. What is the "Clean Air" program?

"Clean Air" is a nationwide priority program, the main goal of which is to improve air quality by reducing dust and other pollutants from single-family residential buildings. This is done by co-financing the replacement of obsolete heat sources with solid fuel and investments in thermal modernization of buildings.

Who can use the "Clean Air" program in 2025?

The beneficiaries of the Program may be owners or co-owners of single-family residential buildings, or separated in single-family residential premises with a separate land and mortgage register. The minimum period of this ownership must be 3 years before submitting the grant application. This requirement does not apply to inheritance situations.

What can you get a "clean air" funding for?

The program supports a wide range of investments aimed at improving energy efficiency. The main categories are:

  1. Replacing the old heat source: disassembly of an ineffective solid fuel boiler and purchase and installation of a new, ecological heat source, such as:
    1. Heat pumps (air, ground)
    2. Electric heating
    3. Wood pellet boilers of a higher standard
    4. Wood gasification boilers of a higher standard
  2. Modernization of central heating (C.O.) and domestic hot water (HDW).
  3. Mechanical ventilation with heat recovery (recuperation).
  4. insulation of building partitions (walls, roof, flat roof, floor).
  5. Replacement of window and door joinery, garage door.
  6. Documentation: energy audit, building energy certificate, design documentation.

Levels of co-financing in "Clean Air" 2025 - how much can you gain?

The Clean Air Program offers three levels of funding, depending on the applicant's income:

  1. Basic level: up to 40% of net eligible costs (excluding VAT) and is for those whose annual income does not exceed PLN 135,000.
  2. Increased level: up to 70% of eligible net costs (excluding VAT) and is valid for monthly income of up to PLN 2,250 per person or PLN 3,150 in single-person households. Annual income from the Applicant or the Applicant's business activity may amount to a maximum of 40 times the minimum remuneration for work.
  3. The highest level: up to 100 percent. net investment costs (excluding VAT). It is valid for an average monthly income of up to PLN 1,300 per person in multi-person households or PLN 1,800 in a single-person household. In addition, they can be obtained by people who have an established right to one of the four forms of allowance - permanent, periodic, family or special care allowance. Annual income from the Applicant or the Applicant's business activity may amount to a maximum of twelve times the minimum remuneration for work.

Co-financing at the highest threshold is provided for energy-poor people, i.e. for owners of buildings or premises where the demand for utility energy for heating is above 140 kWh / m2 per year.

Key changes and important information in the 2025 edition

Although the general assumptions of the program remain stable, it is worth paying attention to potential updates in 2025:

  • Rationalization of expenses: Maximum amounts of subsidies in individual types of eligible costs, including unit subsidies per m2 of thermal insulation area.
  • The emphasis on comprehensive thermal modernization: the program is increasingly promoting deep thermo-modernization, which brings the greatest energy savings. Higher subsidies are often available in the implementation of a wider range of works (e.g. heat source replacement + insulation + windows).
  • Energy audit: The performance of the energy audit is mandatory and is also subject to subsidy.
  • Pre-financing: the possibility of pre-financing (payment of part of the subsidy before the start of the investment) is available mainly to beneficiaries of increased and highest level of support.
  • ZUM list: Equipment (boilers, heat pumps, recuperators, etc.) must come from the list of green devices and materials (ZUM) to qualify for funding. Hymon offers only devices that meet these requirements.

How to apply for funding in the "Clean Air" program?

The application process usually looks like this:

1. Check the conditions: make sure you meet the program criteria and determine the level of funding you can apply for.

2. Collect documents: Prepare the necessary documents, incl. confirming the ownership of the building, income data, energy audit.

3. Complete the online application: most often the application is submitted electronically through the GWD application generator available on the NFOŚiGW website or the Gov.pl portal. It is also possible to submit an application in paper form to the Provincial Fund for Environmental Protection and Water Management (WFOŚiGW) or the commune (if it has a signed agreement).

4. Make an application: Submit a complete application with attachments.

5. Wait for the decision: WFOŚiGW will consider your application.

6. Issue of the contract: After a positive decision, the Fund will issue a grant agreement.

7. Complete the investment: carry out the planned works in accordance with the contract.

8. Submit a payment application: After completing the works, submit an application for payment of the subsidy together with documents confirming the execution of the investment (invoices, acceptance protocols).
