    Warsaw is involved in the energy transformation and the fight against smog - one of the tools of this policy is the city's subsidy for renewable energy sources (RES). Thanks to this support, residents of the capital can reduce electricity bills and at the same time contribute to the improvement of air quality.

    The new rules of municipal subsidies, effective from January 1, 2025, introduce changes in terms of conditions, amounts and method of submitting applications.

    What is it?

    RES installations, often referred to as Ecodotation Warsaw, is a financial support system for investments in green energy (photovoltaic panels, heat pumps) and energy storage. Its goal is to stimulate investments in houses and city buildings.

    The program was already implemented in previous years, but since 2025, new rules have been introduced. In 2024, applications were accepted until December 31, but only from that year new terms and conditions are in force.

    The new records include higher amounts of co-financing, the obligation to conclude a contract before the commencement of investment works and the terms of granting the subsidy.

    Who can apply for a subsidy in Warsaw?

    Program beneficiaries are:

    • natural persons (owners of single-family houses),
    • housing communities and cooperatives,
    • Entrepreneurs, organizations, foundations, legal persons who have the right to dispose of the property for investment purposes.

    The applicant must have a legal title to the real estate on which he plans the investment - ownership, perpetual usufruct or other form documenting the right to dispose of the real estate.

    What installations can I get funding for?

    The Warsaw City Program includes:

    • Photovoltaics (PV) - solar panel installations;
    • Electricity storage - in combination with photovoltaics, with a minimum capacity of 2 kWh; Portable warehouses are not covered by the grant.
    • Heat pumps (air-water, ground) - as an element of the RES system or modernization of the boiler room.
    • Combined investments: photovoltaics + heat pump + energy storage.

    However, it should be remembered that the subsidy does not include installations made before the conclusion of the grant agreement - that is: You cannot start work or incur costs before signing the contract with the city.

    How much can you get? subsidy limits and rates.

    Below are approximate amounts and rates in force in Warsaw:

    • On photovoltaics: to PLN 15,000 (up to PLN 1,500 for each 1 kW of installation power).
    • On Energy store (cooperating with PV): to PLN 10,000 (no more than PLN 2,000 / kWh capacity).
    • On heat pumps:

    Air-water pump: to PLN 30,000 (max. PLN 1,000 / kW heating power).
    ground pump: to PLN 40,000 (max. PLN 2,000 / kW heating power).

    The maximum amount of the subsidy from the city of Warsaw is up to PLN 65,000, if the investment includes a combination of RES, modernization of the heat source and energy storage.

    It is worth emphasizing that the subsidy is also limited by the availability of funds in the budget of the Capital City of Warsaw - early submission of the application increases the probability of obtaining support.

    Application deadlines and

    • In previous years (2024), applications were accepted until December 31st.
    • Recruitment in 2025 started on September 1, 2025 and will run until March 31, 2026.
    • The city reserves that in the event of exhaustion of the budget, the order of applications will be decisive.

    Therefore, it is crucial to submit the application as soon as possible.

    Step by step: how to apply.

    1. Check eligibility – Do all these elements meet the requirements of the program: Your building / right to the property / planned installation.
    2. Download and fill in the application - available on the EKO Warszawa / Office of the Capital City of Warsaw website Warszawy: eko.um.warszawa.pl/instalacje-oze (link without adding a link)
    3. Attach the required documents - incl. Installation design, technical characteristics of devices, connection conditions, document confirming the right to the property.
    4. Apply - in person at the district office or city office, by post or electronically (e.g. via the Mojawarszawa portal).
    5. Wait for the decision / signing of the grant agreement - Only after the conclusion of the contract, you can start the installation.
    6. implementation of the installation - The contractor assembles the system in accordance with the program specifications and requirements.
    7. Settlement of the subsidy - After the completion of the works, the settlement of the subsidy, with photographic documentation, protocols and invoices is submitted.

    Remember: the investment cannot be started (e.g. any expenses incurred) before signing the subsidy contract - otherwise the subsidy may be rejected.

    The most common mistakes. What to avoid?

    • Beginning of assembly before concluding a contract - this is a very common reason for rejecting the application.
    • incomplete or incorrectly completed documents.
    • No technical compatibility with the program requirements (e.g. devices are not included in the required lists).
    • too late submission of the application (after the budgetary resources have been exhausted).
    • Incorrect estimate of the cost or power of the installation.
    • Incorrect photos to be settled.

    Accurate familiarization with the requirements of the program and application to them minimizes the risk of rejection of the application. It is worth supporting your actions with the contractor's experience. HYMON helps to complete the formalities interested in obtaining funding.

    Is it possible to combine Warsaw subsidies with other programs?

    yes. You can often combine municipal subsidies with national programs:

    • Program My current - The pool of funds from this year's issue of the program has been exhausted, but there is speculation about the next recruitment.  
    • Thermomodernization relief in PIT - you can take into account the costs of renewable energy sources in the tax deduction, although the subsidy will be included in the tax base.
    • Clean air program - in conjunction with the modernization of the heat source + RES.

    Due to the changing conditions of subsequent issues, it is worth making sure just before submitting applications that we have chosen support programs that are complementary or mutually exclusive.

    What to look for when choosing an installer.

    • Make sure that the installer has experience and references in the implementation of projects with funding.
    • Check that the hardware (panels, inverters, warehouses) is listed on the required lists of approved technical devices (if the program has one).
    • Pay attention to the warranty conditions, service, manufacturers' guarantees.
    • Ask for a full cost estimate and work schedule.
    • Take care of the details of the contract - specifying contractual penalties, deadlines, execution in accordance with the grant design.
    • Make sure the documentation and photos will be compliant with the grant settlement.

    Warsaw offers attractive financial support for investments in photovoltaics, heat pumps and energy storage. Thanks to the new rules in force since 2025, the grant amounts are higher, but the requirements are more stringent.
